How the list is built

Selection rules, version 1

  1. The selection covers Moscow Exchange stocks with an average turnover of at least RUB 10 million a day over 20 trading sessions and positive earnings for the latest reported year. One security per issuer: the ordinary share or, where there is none, the depositary receipt or the preferred share.
  2. P/E, P/B and P/S are the closing price of the latest trading day divided by earnings, book value and sales per share from the latest annual report known on that date.
  3. Own history is the same multiples at each month-end over 5 years; the benchmark is their median. At least 24 monthly points are required.
  4. The sector benchmark is the median multiple of stocks in the same sector on the same date. A sector with fewer than 5 comparable stocks is not used. EV/EBITDA is compared with the sector only.
  5. A stock makes the list when it is cheaper than both its own median and its sector median — on average across multiples: at least 2 against history and 2 against the sector. The order is by the average of the two discounts.
  6. A multiple that differs from the all-stock median by a factor of tens is left out: that signals a data error, not a cheap stock.
  7. The share count used is the current one. Where the exact publication date of a report is unknown, it is treated as known from 1 April of the following year.

The list is a statistical selection by published rules, not individual investment advice. A low valuation alone does not mean the stock will rise.
