About the coin
The "internet of blockchains" is how Cosmos is usually described: a toolkit for launching your own chain and connecting it to others through the IBC messaging protocol. ATOM serves the Cosmos Hub, the central link of that network, where it is used for staking and governance. The Tendermint consensus that grew here underpins dozens of independent chains. The hub does not try to host every application: each team runs its own chain on its own rules.
