Buyers are police, fire, ambulance and utility services. Their communications must work when the cellular network is overloaded or destroyed, and that requirement makes the market nearly closed: certification, compatibility with existing networks and multi-year contracts leave no room for a casual supplier.
Revenue is increasingly recurring: alongside hardware the company sells software subscriptions — dispatch, video surveillance, record analytics. That part carries better margins than hardware and grows faster.
Demand comes from city and state budgets, so it barely tracks the economic cycle but does track political decisions on funding public services. Motorola Solutions pays a dividend and buys back stock actively.
