Ross Stores sells branded clothing at a discount by buying other people's excess — the same model as TJX.
The company does not order collections in advance; it buys unsold goods from brands and chains in lots at low prices. The assortment is unpredictable and the shopper comes for a find. Stores are deliberately plain: savings on fit-out go into price.
Industry overproduction is raw material for this format, so years that are hard for brands are good for it. Online retail interferes little: the value lies in searching a changing assortment rather than in delivering a known item.
Growth is limited not by demand but by the supply of excess and buyers' ability to find it. Labour and rent are the main cost lines. Ross pays a dividend and buys back stock consistently.
