Lamar owns roadside billboards — sites that are no longer permitted to be built.
The value lies in permits: new billboards along highways are prohibited almost everywhere by local rules, so existing sites cannot be reproduced. The owner of such a plot faces no competitor building next door — a competitor simply would not get permission.
Costs are nearly fixed: the board stands where it stands, and each additional dollar of rent flows almost entirely into profit. Converting boards to digital screens allows one site to be sold to several advertisers in rotation, multiplying revenue per location. Risks: the advertising cycle, local restrictions and the rate sensitivity of any trust obliged to distribute profit.
