PPL owns regulated networks in Pennsylvania, Kentucky and Rhode Island — three states, three regulators.

The company sold its British networks and bought a Rhode Island utility, assembling a wholly domestic portfolio. Profit is set by the rate base and the allowed return, so the capital plan replaces a revenue forecast: network upgrades, replacing generation in Kentucky, connecting new customers.

Operating across several states both spreads regulatory risk and complicates management: each commission has its own rules for recovering investment. Demand is supported by data centres, whose Pennsylvania applications run to gigawatts and are reshaping network plans. Risks: commission decisions, borrowing costs and fuel prices in Kentucky. The company pays a high dividend.
