A security does not reach an exchange automatically: it goes through an admission procedure and lands in one of the lists.

What the levels distinguish

Requirements for disclosure, for how long the issuer has existed, for size and for the share of stock in free circulation. The first level is the strictest, the third the least demanding.

What a level does not mean

A judgement of the business. A first-level company can fall and a third-level one can rise. The level describes compliance with formal requirements, not prospects.

Why the third level calls for caution

Not because the companies there are worse but because less disclosure is required. Less disclosure means less data for analysis, wider spreads, and a higher chance of sharp moves on small volume.

That is exactly the case where liquidity becomes the decisive factor.

Moving between levels

A security can be moved down for breaching requirements and removed from trading altogether. Such decisions are published in advance and are a material event for holders.
