Huntington Ingalls builds aircraft carriers and submarines — the only yard in the country able to do the former.
The position is exceptional and does not arise from a tender: building a nuclear carrier requires a dry dock of the right size, certified nuclear manufacturing and thousands of workers in rare trades. Orders are scheduled decades ahead alongside the navy's shipbuilding programmes.
The flip side of a monopoly position is the absence of leverage in negotiation: there is only one customer too, and price is set by the budget process. The main present difficulty is people: experienced welders and pipefitters are leaving and new ones take years to train, which pushes out delivery dates. Risks: the defence budget and cost inflation on fixed-price contracts. A dividend is paid.
